The year is 2010. It is a world where the economy has collapsed, governments have fallen, and where riots and violence reign. The power is in the hands of the military. Cyborg assassination squads trained by the military have turned outlaw. Under the command of Colonel Peck, they wage an all-out terrorist attack against political and military officials. Officer McCord and his partner Weaver become involved in the murder of a Senator by cyborg hitmen. When all the evidence points to the two officers, they are ordered to stand down but they pursue the case undaunted. As tensions rise and secrets are unearthed, McCord is forced to hunt down and destroy the cyborg assassins and confront the cyborg leader, Colonel Peck.
